Towing Issues: Taken Advantage of?, handicapped parking spaces, tows


Question
We got to our car (parked illegally in handicapped spot) as the towers were
about to tow it. The car was off the ground, but the tow truck had not moved
with it. They wanted $150 in cash in order for them not to take it to the
pound (which they said would be saving us $50). They said the $150 charge
was because the car was off the ground. I was just wondering if it's a legal
truth that once the car is off the ground, the charge is set and we're otherwise
depending on the mercy of the tower :-) or is this not true? I live in PA.

Well, handicapped parking spaces and towing from them get into some specific state and city laws regarding this issue...
I am not going to be able to provide specific information for you as to the correct answer here, but can help with generalized information.

First of all, most all of the time this issue is handled by the local police departments. They issue tickets and then order the tows.. But in private lots (apartments, retail shopping centers etc) you can be towed by private authorization by the property owner/manager...

The "drop fee" is a usual practice if you arrive before the vehicle leaves the property, but is attached and/or lifted to the tow truck.
The fee sounds about right for what is usually charged, but I know some Cities have specific information and fees and you can do an Internet search with your city listed along with towing laws and find information about specific laws there...
