Towing Issues: Towing with a tow dolly, tow dollies, dmv web

Question
Hi i was recently asked a questioned about towing with a tow dolly. I live in the Central Vally in California, i cant seem to find the answer.  If i need to tow a vehical from point A to B, no matter what the distance, does the vehical need to be registered and insured.  If you could answer this it would be greatly appreciated.   Thanks James

Answer
Well, section 4000.4(a) of the vehicle code says it has to be licensed-registered-insured to be operated on the roadways in California...

But I know that there are times that unlicensed vehicles are driven...

I looked at the California DMV web site trying to get an answer and that is what I came up with, other than lots of references to "the towing and impounding of unlicensed vehicles"  by police and removal from Private Property..

Lots of references there, but could not find anything regarding use of tow dollies and unlicensed vehicles...  I would think you want a "legal vehicle"  meaning registered, licensed and insured incase something was to happen for legal and financial reasons...

I am going to say that best thing to do is to contact California DMV and ask them the question... You might also check with CHP as they are also one of the people you might be in contact with if its not legal...

Sorry for not having the specific information on this question.
