QUESTION: Is it legal at anytime to tow a vehicle with a chain? What
are legal ways to tow a vehicle with another vehicle, other
then a tow truck.


ANSWER: Solid tow bars, tow dollies, car trailers, all are methods which can be used to tow vehicles...

Not knowing what state you are in, does not help with the answer, but some states have outlawed the use of ropes or chains...
