Towing Issues: Snatch and Grab tow service, handicap placard, tow truck drivers

I live in Ontario, California The property management company has hired a "Snatch" type tow service to patrol the driveways in our complex. There are "No parking" signs "Fire Lane CVC 22500.1" I do follow the posted rules. But my concern is that the tow truck drivers don't tie-down the vehicle that was just picked-up, until they get to a major cross-street.
(Example) My parents vehicle has a "Handicap" placard and they stopped by in front of my home on the driveway posted 'No Parking' just to have me move their vehicle to the designated 'Visitors Parking' The vehicles engine was still running, but within less then a minute, my parents car was gone. Didn't California prohibit the use of these snatch and grab tow trucks except for the use of vehicle recovery by a financial institution...

Well, lets look at this in a few parts, first of all the no parking signs  for the fire lanes sound legal to me but I can not see them to see if they fit all the requirements for size, wording and posting locations..

Now the fact that they did not secure the vehicle right away, they are just violating safety issues suggested by the makes of the tow units and some laws...
But in California now the laws have changed and if you are able to catch the tow truck before he leaves the property then he does not get to charge.. So its a money issue.. Plain and simple.

As to the towing of the vehicle in less than 1 minute, it sounds like they were right there watching, or the time frame is wrong...

As to the comment about outlawing Snatch and Grab trucks  not going to happen as that is even what motor clubs use..
Its like saying that Blue ink pens and Red Shirts are outlawed along with Green money...

Just a fun rumor..
