Towing Issues: stolen property from vehicle towed, avondale az, storage fees

Question
My husbands jeep was towed when he was arrested.  The vehicle was parked (pulled off the side of the road in Avondale, AZ) They searched the vehicle and found a small amount of marihuana. There were 2 other people in the truck, one ran, and one was a mentally challenged individual.  Although the marihuana was not his, he was arrested because it was in his vehicle and released the next day. The jeep was towed to Phoenix, AZ  We immediately made the calls to find the jeep.  We got the number to the tow company and they told us that there was a 30 day hold on it and that we needed to call the sheriff to have it released.  We did, and were told it could take 48 hours for them to get back to us.  A week later and 2 more phone calls with the same answer we talked to a lawyer.  Long story short, 18 days later we finally found out that the police department never put a 30 day hold on it, and the tow company was incorrect.  Now, they did take all the storage fees off of the charge since it was their mistake.  The vehicle was stored at a different facility than the main office where we had to go pay.  We had called many times during the 2 1/2 weeks to ask them if all of the stuff in the vehicle would still be the vehicle. (approximately $2000 worth of electrician and landscaping tools including a gas power saw and a gas blower)When we arrived at the lot to pick up the vehicle my husband wanted to see if his tools were still in there and the guy said he should wait until he leaves the lot.  He didn't and everything was gone!!!  We called the office back, they put us on hold and said they had no record of it, that we had to file a report with the original officer that had it towed.  Who is truly responsible for this....we could have picked it up day one when it was there less than 12 hours and possibly before anything was stolen!!!!  Is there anything else that we can do.  We already paid 250 dollars just for the tow!  Now we are losing his very lively hood which is worth far more than the tools that were stolen!

Answer
well this sounds like a no win question for me...

I will say though that most towing companies try to do everything to protect the vehicle from theft... Fences, lighting and such... But in each world there are people who do nothing but steal things..

Now as to the problem with the police not releasing the vehicle and the towing company charging, I have no answers for that...
