Towing Issues: limit on towing fees in McLean, VA?, storage fee, towing company

Question
My motorcycle was towed from my condo complex's parking lot because the wind blew it over during a bad storm and it hit another car.  I was never notified by the towing company, even though the bike was properly registered to me. By the time I retrieved the bike, I was charged $150 for the tow, $275 "administrative fee", $25 "release fee" and $760 "storage fee" ($40 x 19 days).  I was shocked but had to pay it to get my motorcycle back. Is there any limit to the fees that can be charged? Does the towing company have to notify owners that they have taken possession of their property?

Answer
Well in some cities in Virginia there are regulations as to what fees are charged, and I can not tell if you are in one with my research...

Now the fees charged are what I would see normally for this service, (yes the storage is a bit high to me, but some areas are just more expensive than others)...
The administrative fee is usually one for doing the paperwork for notification and such. Yes its added on the bills, but towing services are also at the mercy of the Police or DMV for getting information as to who the owner is... They have so many days after towing to file for the information, and then usually have to wait for the information to be returned... That is the bad part of the problem..
But its all in state laws as to notifying time lines as to when it is done..(down here in Alabama we have to do it after 30 days)

But I can not help wondering why it took you close to 19 days to notice the motorcycle was gone???
