Towing Issues: Damage to vehicle from towing, buick park avenue, fender wells

My father-in-law has a 2004? Buick Park Avenue. He parks in front of his garage at his condo because he is uncomfortable pulling into the garage. The curb near his garage is an unmarked firelane. Needless to say he was towed. He was parked with the front end facing the curb and sidewalk. We noticed damage to both front fenders at the top of the wheel well. And damage to the fender under the wheel well. Was this be caused by the towing company lifting the vehicle by the fender wells in order to get the wheels on dollies? We live in Ann Arbor, MI and would like to know if the towing company is responsible for repairing the damage.

aahhh dollies which are used on tow trucks are in a basic answer 4 parts,  2 tire assemblies and 2 cross bars..  The tires are on ratchet assemblies and without going into a highly technical answer they are folded down till the lock bars are on the ground then the cross bars are inserted.. Then a pop over bar (about 4 to 5 feet long) is inserted in the ratchet assembly and they are rotated into a lift position ..

Its HIGHLY UNLIKELY that the damage was caused by towing the vehicle.. In fact its impossible for something to get to that point from a tow truck...   

I would like to know exactly what kind of damage you are talking about, so that I might be able to help provide answers..  if you can get me a few pictures I might be able to help you with answers ...
