Towing Issues: Drop Fees, tow truck driver, atm card

This is for the state of CA. I was at my friends appartment complex and i was parked in a space that i needed a permit for.  Guilty i know :( A lot of people were and two tow trucks arrived so we all went down to move our cars.  As i walked up to my car the tow truck driver was backing up to it.  He did not hook up to it or anything.  The security guy of the apartment complex told me i was being towed for illegally parking blah blah blah.  Asked for my registration, insurance, and license (which he had no right to do i was just trying to go with the flow). He then said that i owed the guy a $90 drop fee. I asked for a pamphlet or something explaining  a "drop fee" because that didn't make any sense to me as to why i need to pay a drop fee when he never touched my car. He coudn''t give me anything. The sucurity guard said i had ten minutes to pay him or he was taking my car.  I was on the phone trying to get a hold of my dad because it wasn't adding up and the security guard was harrassing me.  My dad told me to tcall the police.  I told the security guard and tow guy i was calling the cops, then the tow guy ran over to his truck and lifted my car off the ground as i was sitting in it trying to get a hold of the police. Unfortunatley i was put on hold.  The security guard began harassing me and i hung up.  I gave the guy my atm card he charged me for $90 and the only thing he could give me was the reciept off the machine that just said $90 but couldnt give me any thing else.   Something just didn't seem right about all this.

Too bad this didn't happen after January 1, 2007. There are special rules for apartment complexes, which I do not cover in my blog, that go into effect January 1st,2007. Check out my blog at sftow.blogspot.com and I think even under current law you might be able to go after the towing company. This will give you a good starting point.
