Towing Issues: expired parking permit, apartment manager, towing company

My permit expired while my car was in the shop.  I had temporary plates.  I just got it back when the apartment complex had it towed.  I went out because the plates were ready and the car was gone!!  I didn't get a chance to get another temp permit due to work and the weekend.  I am on a fixed income and the towing company wants $500.  I do not have it.  Right now I want to call the loan company and tell them to come and get it.  I have had the car 6 weeks and drove it 1 and 1/2.  I have been told that Illinois has made this illegal but the cops let them do it.  I will lose my job.  Can anyone help?

I hate to bear bad news, but I am not sure if anyone can help.  

The apartment manager had it towed from what I am understanding, and that would be your area to work on getting some help.  At times the towing services are helpful, but they usually will drop some charges but not all of them.

Illinois law or not, property owners / managers have the rights to have vehicles which are parked illegally, do not have current tags, or meet other issues which are usually spelled out in lease agreements.

Sorry for the lack of information here but I would see what you can work out between the apartment complex and the towing company.
