Towing Issues: Car towed while in correct parking stall., apartment manager, parking stall

My friend recently bought a new car. He stored his old car (which still worked) in his own parking stall. A few days later, there is a sticker on his car saying his car will be towed because it was considered inoperable. The car is an '88 CRX but it was still working! He contacted the apartment manager and they said the car was dirty. Then they said the car had a flat tire. But the car did not have a flat tire and it was just a bit dusty. They still threatened to have it towed. He lives in a neighborhood where there aren't too many old cars. Did they just consider his car to be an eyesore and just wanted it out of the complex? By the way, we live in Alta Loma, California.

To my knowledge, an apartment manager cannot just have a vehicle towed because it's dirty. If that were the case, then half of all vehicle owners would be subject to being towed. If in fact there was no flat tire, have your friend take photographs of the vehicle showing all the tires inflated. Tell your friend to make it absolutely clear to the manager of the apartments that this is considered harassment and he will take legal action if it does not stop. If his car is legally parked in his assigned stall, and the vehicle is in fact operable, then there is no legal reason for it to be towed. I hope this helps and wish your friend good luck.
