Towing Issues: Oregon PPI Laws, leasing office, city of beaverton

Hi, My BF pickup was towed from an apartment complex. He was only there for 15-20 minutes if that matters. He was not told by his friend that he couldn't park on the property and he did not see any signs about no parking. He later took a video of the parking lot as he drove through it and I don't see any signs either but it does show about half of the spaces with #s painted in them and rest without. What should he do? He was told buy the towing company to talk to the apartment complex, then the apartment complex said they didn't report the vehicle so it must have been a tenant and is not their responsibilty so they feel the shouldn't half to reimburse him. He then tried to contact the apartment complex again and they keep telling him the manager isn't there to talk to him and to call back. He went to the leasing office and was told the manager wasn't there so he showed them the city of portland regulations (which are ors. statutes I believe) they said it doesn't apply because there in the city of beaverton. The address for the towing company is a portland address though.

What should or can we do? How do I find out what the actual oregon laws are or city of beaverton laws are? Since he has made all this fuss he still has not reached the manager and the complex has since added signs in the complex. His friends car has also been towed twice since this initial incident and has been reimbursed both times for the expenses. Help Please.

Ok  sorry that this happpened.  But some of the news I have is not good. Some is good.

First of all, the towing company has to follow the laws and regulations of the city in which the vehicle was towed from. Not the city of where they are based.

Just because it has a Portland address does not help. But I have to say that Oregon codes are ones for general guidelines in Cities where they have not upgraded or made further rules. Now Portland has created many rules and regulations regarding towing vehicles from Private Property.  Gresham has done the same also.   I did  search for rules for Beaverton but did not happen to find much other than a big list of rules and regulations that cover all sorts of things ..

now the lack of signs could be used, but they can always argue that they had signs and someone tore them down.  I have seen that before.

The other vehicle being released and fees refunded is interesting.  It could be something there that they know and you do not..

Now if the people (management) of the complex did not call the tow company then one of 2 things could of happened.  One is that someone unauthorized called for the tow, and that would work in your favor,  or that the towing company was doing patrol towing of the complex. It how ever could be hard to beat that one if permits were needed.  Or it might of been parked in a non space, or in 2 spaces..

Best answer is to check with the City of Beaverton towing officer or official.  See what help they might have for you on this.  
Also the best option if you feel wronged is the Small Claims Court route, it might be the only way to get what you want if its an illegal impound.

By the way, did some Blue trucks do it ?
