Towing Issues: Towing Afters Title Transfer to Tow Yard, tow yard, ridiculous fees

My brother had his car stolen a few days ago. The police just called him this morning to tell him the vehicle was found and was towed. My brother went to the tow yard, saw his vehicle and found the car to be completely stripped, and did a transfer of title to the tow yard.  The tow yard was still demanding him to be the recovery, towing, storage and registration fees, totaling over 450 dollars, for a tow of less than 24 hours from pick up.  Is this correct? Is the price fair? Does he still have to pay all those ridiculous fees, even after he decided not to keep the car and transfered title to the tow yard?

well lets go backwards here.
I belive that he did not have insurance for this.

Yes he is responsible for towing and storage fees, and by transfering the title, he is giving them the right to dispose of the vehicle right away without incuring any further costs by the towing company.

Now some companies will just accept the title,  some want the title and some of the tow bill,  some want all the bill..

Towing a vehicle is very expensive and all towing companies would love to be paid for everytow they do..But in the real world anywhere for 25 to 70% or more are never picked up or paid for .  

I think that they are trying to cover expenses at least.  
You can try to bargain with them. That might work.. Are they still intending on attempting to collect ?  Talk to they and see what can be done.

Is the $ 450 a fair price. well I really do not know as I do not know about the actual tow call.  its like asking how much $ 20.00 of steak you can get..  Depends on what was done.  

One thing that always happens is that someone thinks a bill is to high and some think its not high enough.  
If you want to check with the police department, most towers under contract are required to post there rates with the police.  You can at least check and see if they are in line with what was done.
