Towing Issues: Personal possessions in towed vehicle, referance library, baltimore county maryland

My car was towed by the police department following a violation.  I don't have the money to get the car back. I went to the tow company to get my personal possessions from the vehicle and intended to sign the title over to them.  I was told I could not have anything from the vehicle until the full towing fee plus storage fees have been paid. I contacted the police department who told me it is a civil issue.  What is the law in Baltimore County, Maryland regarding my personal items in the car?

 I am not 100 % sure, but I beleive that the laws in maryland  do cover the personal belongings staying with the vehicle.  OTHER than Medicines, House Keys,  checks and cash and work identifications..

Now Maryland, has so many cities and counties that regulate towing and then the Police have there own rules.. This is ontop of the state rules and regulations..

I tried to find information specific to your city / county area.. I did not find much information that is helpfull.

I would recontact the towing company owner or manager and see if someone gave wrong information.  Most towing companies will work with you regarding the bill or title work. Most do not like to have vehicles in the yard that are costing them excessive money..

Sorry not really able to help, but you might also consider the local legal aid or if you have a college check there.. Some of them have a legal referance library that might actually have the applicable information.
