I was towed from a parking lot and now one of my tow hooks is bad. I was told that this could
not be replace on my car, '99 Toyota camry V6. Is this true

well hard to say what happened here. Tow hooks are used to secure the vehicle to the
transporting unit be it either a flatbed or a tow truck.
For it to be bad ? ( bent or ripped ) hard to say what happened.

Best thing to do is take it to a body shop and let them look at it. They should be able to tell if its repairable or replaceable
There are some that are welded on hooks, and there are some that are actually part of the frame or body of the vehicle. Without some pictures I can not really tell if its replaceable or repairable.. Most body shops can tell you what to do there.
