Toyota Repair: 03 camry 4cyl starter problem

QUESTION: New battery - starter doesn't work. voltage to solenoid is 12.9 with key in start position, removed starter, jumped with jumper cables and screw driver, starter and bendix worked properly. Re-installed, starter does not work. Continuity between neg. cable and engine block, starter still does not work. any clues?  appreciate your help.

ANSWER: Make sure the battery is good and the cables are tight and clean,  if you are getting a single clicking noise when trying to start replace the starter.

QUESTION: the battery is good(fully charged and brand new) as are the cables. I checked continuity between the battery and the starter, positive and negative. all were good. the ignition switch and neutral safety switch seem to work correctly as i'm getting battery voltage to the solenoid switch at the starter with the key in the start position. the starter does not make any sound or movement. I would think it was the starter but when I removed it and tested it on the bench, both the starter motor and bendix drive worked as they should. could it still be a bad starter? HELP!!!!!

Ok, try doing this, first make sure there are 12 volts to the starter at the cable from the battery, if ok, remove the solenoid wire and make a jumper wire between the solenoid wire and the battery wire on the starter, this bypasses the solenoid, if the starter works it's another problem.
