Toyota Repair: Remote Programming, 2005 toyota echo, fcc numbers

I just bought two refurbished remotes for a 2005 Toyota Echo and attempted to program them to the car by following the instructions provided. I did everything exactly as written and was able to enter the "add mode" because the locks cycled automatically. However, when I attempted to add a remote by pressing unlock/lock and then the lock button, the locks did not cycle as they were supposed to. I attempted this several times but no response from either one. I know there is nothing wrong with the car itself because the original remote will still lock the car but the unlock button broke off. The only thing I may not be doing correctly is holding the buttons down for 1 -1.5 seconds exactly? I tried varying the timing but nothing worked. Any suggestions would be helpful. Thanks!

The remotes are model specific, check the FCC numbers on the back of the old remote, the new remotes must match the numbers, the theft deterrent computer does not recognize these remotes, you are correct the problem is not with the car, the remotes are most likely not the correct ones.
