Toyota Repair: starting problem, test light, oil leak

Mr. Ritter,
I recently went to fix a rear main oil leak in my daughters 1996 Tercel.  After all said and done I pulled the engine and rebuilt it.  It started and ran fine before with no problem starting or running.  The oil leak and a little rattle was the only problem.  Pistons, rings and a crank kit corrected those issues, however it took several weeks to get all the parts together. After everything is together and all wiring checked multiple times I can't get it to do anything.  Everything responds except the starter and fuel pump.  I have power to the starter and I can jumper at the relay and turn it over but not with the switch.  None of the wiring has been damaged.  If it has a security system I can't find it.  Please make suggestions.  It sat without battery power for about three weeks.  It currently has a fully charged new battery, new starter just before overhaul.  No bad fuses or bad grounds that I can find.  Thanks, Mark

Have you tried another relay? The fuel pump will not run until it gets a starter signal so once the no crank condition is fixed the pump should run. Try another relay and let me know, if you have a test light or voltmeter it will help in case we need to do a couple of electrical checks.
