Question
Does a 99 rav 4 have a maf.  The code is po171?

Answer
It does'nt use a MAF sensor it has a MAP sensor (manifold absolute pressure sensor) located on the firewall, it has one vacuum hose on the bottom and an electrical connector on it, make sure the hose and the connector are on, check for any intake air leaks before the intake chamber.
