Toyota Repair: 1995 Camry cruise control, auction buyer, temp gauge

I recently purchased a 95 Camry 4 cylinder, automatic transmission, all power equipped, LE model with 131,000 miles.  When I push the cruise control on-off switch, the cruise control indicator light comes on in the instrument panel; however, I cannot set the desired speed at all.  I commute from Pasadena to Riverside (46 miles each way on the freeways), so I'd like to be able to use the cruise control.

Previous owner (my "seller"), owned this car for several months; my "seller" purchased this car from a guy who purchased this car at an auction, so I am, at least the fourth owner.  Repair record is unknown, except my "seller" "claims" he serviced himself or has gotten service on the following:  oil & filter; air filter (looked new); transmission oil; and antifreeze with radiator flushed.  Oil and tranny fluid looked clean and antifreeze lime colored and temperature runs at about 1/4" above "cold tick" mark of temp gauze.  My "seller" claims timing belt and water pump was changed by auction buyer, but no substantiating repair receipts were produced, so I'm going to assume it wasn't changed.  Fluid levels were "full."  I can change my oil, filters, antifreeze, plugs, wires, light bulbs and fuzes, and add fluids, but not much more.

Is the cruise control issue as simple as changing a blown fuze?  Please shed some light on what I am dealing with.

Since the car was bought at an auction it's hard to say what may actually be wrong with the cruise control, I assume the brake fluid level is at the max line on the reservoir. Other than that the only concern would be that the temp gauge needs to go to about the 1/2 mark on the gauge, if it doesn't the thermostat may need to be replaced.
