Toyota Repair: Fuel Filling Problems, charcoal canister, filler tube

Question
2003 Sienna with the same fueling issues.  Poss:  Charcoal canister saturated, Fuel fill tube clogged, gas tank next obstructed.  Where should I start first?  Can I do any of this myself? And lastly what range will I likely pay for this type of repair

Answer
The place to start would be the fuel filler tube, look inside with a flashlight if anything is visible that may be stuck in there, then it should be removed and inspected at both the fill pipe and the entrance pipe into the fuel tank, something may be stuck in the inlet pipe of the tank in the one way valve. A saturated charcoal canister will normally leak and the fuel smell should be obvious.
Working around an open fuel tank can be very dangerous, unless you have the tools and a lot of time to investigate this yourself I would not recommend this as a DIY project.
