Toyota Repair: 1992 Toyota stuck in idle, gas, pedal

hello my uncle is working on a 1992 Toyota le 2200 4 cyl and we can't figure out one thing about the car. It seems like it's stuck in idle, it doesn't accelerate or anything when gas is applied. Your help would be very much appreciated

Does this happen when you press the gas pedal or when you operate the accelerator on the intake manifold?  If it only happens when you press the gas pedal, look to see where the cable is disconnected (e.g. at the gas pedal, at the throttle body, etc.)
