Toyota Repair: Cruise Control, odbii scanner, jumper wire


Question
Have a 1996 T100 SR5.  Cruise light comes on when I push the button on the steering column.  When I try to engage it at speed, it blinks/flashes (5?) times, cruise does not engage and light goes out.  Light will not come back on until truck has been turned off and turned back on again.  The check engine light is not on and my ODBII scanner shows no codes.  Is there anything I can reference to see what the number of blinks means for the cruise light?

First look for some obvious problems, disconnected electrical connectors, loose or disconnected control cables, low brake fluid, make sure the brake lights are working. Then locate the diagnostic check connector under the hood, it's mounted to the intake on the driver's side, open the connector and locate terminals TE1 and TC, with the key on put a small jumper wire between those terminals, the cruise control light will blink revealing a two digit code, a blink of one followed by two would be a 12 and so on, let me know what the code is , there may be more than one.
