Toyota Repair: 92 celica idle,acceleration and,startup problems, egr valve, toyota celica

Hi, I have a 92 toyota celica 2.2 manual. I am going to try my best to discribe the problem in hopes that u can help. I have a problem with the idle, 60 percent of the time my car is on it revs at 1500 rpm, this happens after my car Starts acting like it wants to shut off (while I am stopped or right after start up) the other 40 percent of the time the car is perfect drives starts and idles normaly. During the 60 percent of the time when I push the gas  the rpm goes from(for example) 1500 rpm down to about 1300 then accelerate(weather in gear or not) and also during that time the car gives me a heck of a time trying to start. So far I got a complete tuneup plus I cleaned the throttle body, the next step suggested by my mechanic is to change the IAC valve but I don't think that's it. I also loose power in high revs and I hear a whistling sound when I accelerate quickly 100 percent of the time. There is a loose hose that connects from the intake to a lil ufo looking peice behinh the engine. Can u please help me b4 its too late or b4 I spend mylife savings on this car cus I love it and want to keep it till 1,000,000 miles, for real. Thanks and I look foward to ur quick responce!

The loose hose is the cause of the whistling noise so you need to correct this problem first, the "ufo' looking piece, is the EGR modulator valve, the hose connects to a port on the EGR valve and provides exhaust pressure on the modulator, fix this first and then go from there.
