Toyota Repair: 1990 toyota Camry, 1990 toyota camry, fuse panel

Hi,
I have a 1990 camry that has two problems that i don't want to spend $1000 getting it done in a shop my tail lights are out and my dash lights are out. my brake lights work. radio tape deck all work head light are fine. any help or suggestions would be amazing. please be detailed I'm not a mechanic but I know I can do this build my own PC been doing it for years but they are color coated and extensively detailed most of the time. Thanks in advance.

The first thing I'll have to askyou is did you check the fuses? Is the fuse marked "tail" in the fuse panel inside good? Both the tail lights and the dash lights are powered by this fuse. By the way, what was recommended tyhat would cost $1,000 to fix this problem.
