Toyota Repair: 1994 Toyota Camry Starting issues, jumper wire, toyota camry

Recently my 1994 Toyota Camry Le has had issues starting. Not the usual problem when turning the key and you hear a click noise and no ignition. There is NO SOUND at all, Just the key turns and the lights dim to allow ignition like usual but Nothing happens. It does start eventually with enough tries of turning off and on the key, but it seems to be getting worse, its taking longer to get started than before. I'm wondering if the starter is the main issue, or is there a fuse or connector that can cause this ? considering that there is no click noise, it almost like no current is getting to the starter at all to allow the initial start. And where I live there is no mechanic I know, so before I pay for the tow to Alhambra, I'd appreciate your expertise. More information about the car: its a 4 cylinder, around 93,000 miles. Hasn't had any electric work done.

If the battery is known to be good then do the following test to see if the starter is the problem: Remove the solenoid wire from the starter,connect a jumper wire to the starter terminal, touch the other end of the jumper to the positive battery terminal, the starter should engage and turn the engine over. Make sure the key is off when doing this. Let me know what happens.
