Toyota Repair: 1998 camry windows and door panel, phillips screw, door latch

Hi I have a 1998 camry, the power windows and locks have been intermitant for a few weeks now, working sometimes when my door is open but not when closed today i moved around the rubber boot between the door and the frame and it blew the fuse for the first time. do you think a wire is bad in there? something is grounding out in there i believe.  also how do i get the door panel off it seems once the screw are out the door latch is holding it up some how

Yes there are some wires in the rubber boot that need attention, some may be broken and shorting out. The inside door handle cover can be removed by removing the phillips screw and then prying at the top and bottom to release the cover from the handle.
