Toyota Repair: removing balancert, propane torch, center bolt

i need to remove a balancer with a siezed center bolt,any suggestion?

You can use a chain wrench to hold the pulley, the cain wrech can be rented at most rental places, it will also take a long breaker bar to get the bolt loose, as a last resort the area around the bolt can be heated with a propane torch, an air powered impact wrench may also work which would not require holding the pulley.
