Toyota Repair: 96 camry brake lights, but no tail lights, double filament, filament bulb

Question
I have a 96 camry that i bought used, has about 150k on it. I've been having various electrical issues, but all have been an easy fix until this one. I have brake lights but no tail lights, and it's a double filament bulb. I've had the power checked, pigtails, everything. There is no power coming to the wiring for the tail lights. I'm at a loss. All fuses have also been checked also. When they do work, I am constantly replacing bulbs (all bulbs not just tail lights). Help!

Answer
There may be a problem in the wiring hrness that runs along the left trunk hinge, some of the wires can break and cause open or short circuits, open the insulation on this harness and check for broken wires all the way inside to where the harness enters the passenger compartment.
