Toyota Repair: 1999 corolla bad struts?, rear shocks, passenger tire

I have a 99 corolla. When I go over bumps and especially when there is weight in the back, like passengers, it sounds like the back passenger tire hits the wheel well. I've taken it to the dealership twice and they keep saying nothing is wrong and the struts look fine but I could replace the struts and springs for $990. Should I replace the struts or could it be something else?

This problem will exist in an older car when you have rear passengers as well as cargo in the trunk. The rear shocks could be getting weak. If the problem is troublesome enough, you might consider spending the money if you plan on keeping the car.
