Toyota Repair: starting, 1990 toyota camry, neutral safety switch

Hi Ted,
    I own a 1990 toyota camry 4 cylinder LE with 184500 miles. I have a problem with starting the car.
    Initially in the morning when I turn the key in the ignition there is no sound. After a second turn, the engine engages and starts. I had the starter replaced last year with a rebuilt one.  My mechanic says this is common with older cars and recommends an additional relay (aftermaket) to the starter. I find that after the car sits for a number of hours this phenomen happens. It has a rebuilt alternator, and new battery which checks out OK.
    Also is it common for the headlight switch to wear out? My parking light does not turn on, however after the second turn the headlight works OK .  When I move the lever switch sometimes the instrument panel lights turns off.

There are a couple of things that could be causing this, The battery connections, make sure tey are clean and the terminals are tight, the starter could be going out again, they dont always make a clicking noise when going out, the starter can be tested in the car by bypassing the ignition system by jumping directly from the battery to the solenoid connection,if both of these can be eliminated then it may be necessary to replace the neutral safety switch, assuming it's an automatic transmission. It does sound like the combinatin switch on the steering column should be replaced.
