Toyota Repair: 1992 3vze 2wd hard to start, code 14., changing spark plugs, distributor cap

QUESTION: I have a 1992 Toyota, 2WD, 5 speed manual transmission, 3vze-v6 engine. It has this problem where it is hard to start when cold. It takes a long time of turning over, then it starts to hit, and then finally, it stumbles to life. Runs fine other than a small miss. I have tried changing spark plugs, wires, distributor cap and rotor.

Just today, I got the idea to check for any codes in the ECM.

I got a code 14: no IGF signal

I read on this site that it could be the pickups in the distributor, and they check out good.
They read as follows:

G(-)-G1=153 Ohms
G(-)-G2=154 Ohms
G(-)-NE=191 Ohms

All within the specs.

Starting to think it Could be my Ignitor?

ANSWER: In most cases it's either the distributor or the igniter, since the coil resistances in the distributor check out good I would agree and suspect the igniter as well.

QUESTION: Ok, thank you for your answer, but I was just curious,
Do the symptoms I gave you indicate an ignitor its the way out?

What exactly is the IGF signal?

How many times of no IGF signal does it take to trigger an error code in the ECM?

I cleared the code (removed EFI fuse for 30 seconds), and haven't had the code to come back yet; I suspect it takes a few times of failing to trigger a code, correct?

The IGF signal is the ignition confirmation signal to the computer, we sometimes refer to it as the "I got fire" signal which indicates that there is ignition and the spark plugs are firing, when the computer receives this signal it will enable the fuel injectors to operate. The computer has to see a failure of two times of this signal to trigger the check engine light.
