Toyota Repair: heater blower, control knobs, level bars

QUESTION: This began this week in the sub10 degree weather. The heater blower will not turn on--you can hear the connection--you can see the level marks--but no blower--the heater is working and the blower will turn on after the cabin heats up--it worked all day in 30 degree temp.
Any thoughts--it is a 2004 Highlander with climate control.

ANSWER: There is a known problem with the center control knob on the dash panel coming loose causing erroneous behaviour of the heating-a/c system, pull the center control knob off and tighten the securing nut with a pair of pliers.

QUESTION: The only other question is--although there is no output of air--why does the knob allow for increase or decrease in output (such as viewing the level bars increase and decrease), if the knob is loose? I will pass this on to our mechanic--I fear that if I were to take to a delearship in these economic times they would "put-it to-me" and do not have 1,000.00 to replace this unit.

Would the level of antifreeze affect anything?

What about if the rear connectors for AC/Heater control were not seated properly?

The climaste control system uses an integrated control unit right behind where all the control knobs are, if the mounting nut is loose the control unit loses a ground connection that it needs to operate normally, this may or may not be your problem but it's been a common problem and it should be checked first.
