Toyota Repair: Emission Check: Failed, combustion temperatures, ca emissions

My Toyota 1991 MR2 failed the CA Emissions Test. HIGH NO (PPM ) 15mpr MAX 807/ AVE 237/ MEAS 982 Failed. 25mpr MAX 746/ AVE 199/ MEAS 1090 Failed. Catalytic Coverter,PCV,ERG Visual,Fuel Cap Functional & Visual,Spark Controls,Fuel Evaporative Controls Functional,Vacuum Lines to Sensors/Switches,Ignition Timing:8 BTDC,Wiring to Sensors, Fillpipe Restrictor,Fuel Evaporative Controls,MIL/Check Engine Light,Carb./Fuel Injection,Other Emission Related Componets,Oxygen Sensor,Liquid Fuel Leaks--ALL PASSED!!! But, EGR Functional N/A, Thermostatic Air Cleaner N/A, Air Injection N/A & Fillpipe Restrictor N/A. I don't know if the N/A means failed. What do I need to do????

The N/A means not applicable. The cause for the high NOx readings need to be addressed, there are several reassons for the high reading, the EGR system is not functioning and needs to be tested by a technician that know how the system operates, it could be a bad EGR valve/ modulator valve, hoses disconnected or plugged/ clogged egr passages in the intake manifold, malfunctioning vacuum switching valves, the engine could be running hotter than normal due to higher than normal combustion temperatures, the solution is not that simple because there are many factors involved. The only thing that seems a little confusing to me is the "EGR functional N/A" if it has an EGR system it either has to pass or fail the functional test.
