Toyota Repair: Air intake hose, air intake hose, haynes manual

I recently replaced the Air Intake hose on my 1996 Camry (215,000 miles).  The hose I removed was blown and not attached any longer.  When I ordered the new hose their was a valve on the side of the hose with a clip.  I could not find any reference in the Haynes manual and nothing was attached to it when I remove the other hose.  There seems to be a vacuum on the valve when the engine is idle.  Should a hose attach to the valve?

Not if your old one was the original. The new one will probably work, but you should take it back and exchange it, go back one year if you have too. That's a air intake sensor. The 92 to 96 Camry has that sensor on the sir filter housing, that's probably where yours is at.
