Dear Tim,
I own a 1990 4-Runner with 64,000. My rear power window is not working so
I can not open the tailgate.  The window need a regulator, 2 channels filler
and a motor at a cost of $1200. I there any way of by-passing the power
window so that I can open the tailgate. The only reason I need to open the
door is if I have to change any bulb,

$1200 is way to high, you need to find a small good reputable shop that will fix it for a lot less. A good technician can climb inside and remove the panel and get the door open. I've have removed those panels and found bad switches, or lowered window by taping on the motor while someone holds the switch on at the drivers door.
