Toyota Repair: Smoke on start up, camry xle, internal combustion

I have a 2002 camry XLE V6 with 80K miles.  It has started blowing white smoke on start up, nomally in the morning.  A mechanic replaced the PCV valve, 1st with NAPA part then with Toyota part but neither solved the problem.  He says I should not be having valve seal problems at this mileage and I am wondering what could be causing the problem and what it will take to fix?  I saw a NAPA notice that said Toyota had an updated valve cover available for the 3.0L to cure oil smoke on cold start - the PCV galley had been redesigned.  Would this fix it and would Toyota take care of this for me?

White smoke is not caused by oil burning, it's caused by either coolant or water, some white emissions from the tailpipe is normal until the engine warms up but excessive steam may indicate an internal combustion leak. I know of no service bulletin issued by toyota about an updated valve cover to cure a smoking problem, before going on I need to know if it's blue or white smoke.
