Toyota Repair: 1987 Toyota 4runner 22r, 1987 toyota 4runner, toyota 4runner

My 1987 4runner EFI no turbo, tail pipe is sooty and black.   I put a rebuilt engine in about 3000 miles ago.  I did it before I changed the engine also.   I have replaced all the sensors, oxygen, etc. but no help.  I appears to me it is running to rich.  The exhaust smells.  It does not smoke.
I replaced the EGR value also.  Any suggestions.   I get 20 mpg, but my son who owned it earlier said it should be getting 24-27mpg.  Appreciate any help.

You did what before you changed the engine???
I don't normally get into any engine swaps. If its running rich and
the tail pipe is sooty then it has to smoke. I don't know enough detail about the engine, year, etc. On a Toyota the engine must be
the same computer, engine, and transmission as the one took out. These vehicles have computers and they better be identical or your asking for trouble.
