Toyota Repair: 98 Camry, fuel pressure gauge, inclines


Question
Today I had trouble starting my Camry.  When it finally did start the check
engine light was on and the car would "sputter" when going up any inclines.  
I'm thinking fuel filter.  If so, is this something I can replace myself?  Where
would this filter be located?

First thing to do is attach a fuel pressure gauge, then let me know what fuel pressure is. Check the spark plugs, see if their tight, if plugs loose, compression drops. Next step, check rubber air intake, see if screws are loose, remove it and check for cracks. How many miles on the car? What engine? Transmission?
