Toyota Repair: choke heater, salvage yard, heater element

Hello. I have an 84 4wd toyota sr5 long bed with 22r engine.  The truck will start and idle until next time I step on the gas pedal at which point the engine will rev up and then die down completely. If I try to start it again right away it will only keep running if I have my foot on the gas pedal.  I have looked down the carb and determined that the butterfly in one of the chambers (the one that's connected to the choke heater) does not close properly.  I have disconnected the harness to the heater and it seems to work (engine keeps idling without my foot on the gas).  I also measured the resistance between the harness and the heater body and it's 9ohms (@ 35 degrees F).  My question is:  Is the choke heater my problem or is it something else and whether the choke heater is something that can be fixed (or bypassed by manual choke control) or replaced or if have to replace the carburetor.  Thank you for your help.

Does the choke close almost all the way when the engine is cold? If not it may be stuck open, make sure the butterfly can be moved when opening the throttle. It sounds like the secondary butterfly in the carburetor is not closing all the way this will cause a flooding condition, the choke is opened either with an electric heating element or on some models there was coolant circulated through the housing to heat a bymetal spring to allow the choke to open, if yours is the electric type disconnecting it will not let the choke open, there should be 12 volts to the heater element if the choke doesn't open with the voltage to it the heating element is defective and can be replaced although I doubt any parts are available any more for this carburetor at the dealer level, to save time and money you can try locating a rebuilt unit from an aftermarket source or even a salvage yard.
