dash/cluster lights not working. I tried the rotating switch with no help.

Has the vehicle ever been in an accident? You must check all fuses
in the vehicle. You don't need to remove fuses to check them, there are small contacts on the back of fuses for this reason. Use a multi-meter set on ohms with the key out of the ignition. There is also a inexpensive fuse tester with adjustable contacts for various
fuse sizes, it lights up if fuse is good. Make sure you check
EVERY fuse in vehicle,(under hood and under dash). Some circuits
on Toyotas are tied into other circuits/wiring.
