Toyota Repair: surging motor in my toyota, toyota celica gt, toyota celica

i have a 1988 Toyota celica gt 2.0 and the motor surges form 1200 to 2000 rpm should i start by replacing the idle position sensor and if that is not the problem what could be the problem

The idle is too high even at 1200 rpm. I need to know a lot more information befor I can suggest anything. Don't replace the TPS.

How many miles on vehicle? What have you done or replaced recently?
Has it had a tune-up, plugs, air filter etc?
This could be a vacuum line broken or off.
