Toyota Repair: my rav4, gulf states toyota, theft deterrent system


Question
I have a 2004 rav4 (4wheeldr).  Recently my theft deterrent system went a little whacky.  However, one of my remotes had a weak battery and stopped working.  Purchased a new battery for both remotes but when replacing the one that had already stopped working, it still does not work.  I have looked at some on line threads of how to program the remote but to no avail.  The difference between what I have been reading on line and what I actually have is the theft deterrent system with the engine immobilizer.  I purchased the vehicle used 2 yrs ago, it is a gulf states toyota, and the fcc # is an old one, it is ELVAT1B.  I am not sure when trying to program the remote if the control switch (for valet) is to be out or in or if I should use the valet key or the key with the chip in it.... perhaps it is time to take the vehicle to the dealer???? If you know anything, I would be so grateful!!

There are basically two types of keyless entry systems that were used by Toyota, the factory installed system which was put in at the assembly plant or the port or dealer installed system,the immobilizer system is built into the key and is seperate from the keyless entry which has a seperate remote, can you email me a picture of the remote, once you do that I can identify which system you have and give you instructions, reply to me directly at<tedrttr@yahoo.com>
