QUESTION: 1990 Toyota Celica GT 2.2  Car won't start, starter won't turn over. got power going in.  Had starter checked and was told it was good.  Battery good, power in lines to starter before turning key and after.

ANSWER: When it doesn't turn over is there any clicking noise, if so the starter should be replaced, if there is no noise at all and it's an automatic transmission the problem may be the neutral start switch located on the side of the transmission where the shift selector is attached.

QUESTION: It is a manual.  The safety switch under the clutch is good as is the ignition switch.  The wires from the battery to the starter have been replaced as well as the starter relay under the hood.  I had the starter tested again and it is still great.  Yes there is one click sort of when the key is turned.

If there is one click heard from the starter when turning the key, it means the solenoid is making contact but the starter won't turn the engine, if the starter was tested out of the car it's not a real reliable test becuase when the starter is in the car it has to turn the engine over, it may test ok on the bench but may not work when in the car, how was the starter tested? Starter problems are common on most toyotas and I still think that replacing it will solve this.
