Toyota Repair: 95 Camry 4cyl front brake rotors, axle shaft, brake rotors

This is probably a stupid question, but I was hoping you could tell me the simplest way of removing front brake rotors. I'm replacing front brake pads & plan to have a machine shop resurface the rotors; or to buy new ones if they're too thin to be turned.

I assumed that with the tires, calipers & torque plates out of the way, that they would just come off, but they will not budge.

I tried hammering on the side of the rotors, but that didn't help.  I'm wondering if a puller is needed, or if it's necessary to remove the axle shaft locknut?  Haynes & alldata don't indicate that either of those are necessary.  But, I'm getting stumped & would appreciate any quick tips you could give me.  Thank you in advance!

These rotors normally just slide off, there must be some rust holding them on, see if there are threaded holes on the rotor flanges, if so, get a couple of 8mm/1.25 thread bolts and thread them in to release the rotor from the hub, if not use some rust penetrant and spray it on and let it sit for a while, tapping on the flange with a hammer should break the rotors loose eventually.
