Toyota Repair: 1990 Celica intermitent starting problem, neutral safety switch, starter relay

Hi Ted, I contacted you a few weeks back about an intermitent starting problem with my 1990 celica, it will somettimes take up 10 turns of the key before the starter will crank & start the car, it doesnt even try to crank its just like its dead, although i can hear the fuel pump kicking in) it doesn't do this every time i start it but its enough to be annoying!, im stil getting error code 14, despite clearing the code from the ecu by removing the battery & fuse for a few hours. Ive taken your advice & replaced the starter motor (its the third one its had in two months) so im pretty sure its not that, i'd been advised it sounds like the switch that the key operates, or the starter relay, do you think its is possible? and do you know of a way to test the starter to rule it out of the problem?

To test the starter without removing it disconnect the solenoid wire and apply 12 volts from the battery directly to the terminal, the starter should operate every time, another possibility may be the neutral safety switch located on the transmission(autmatic). It may need to be replaced, the key switch is probably not the problem. Also, if there is an aftermarket alarm system I would suggest removing or disabling it.
