Toyota Repair: Overheating, temp guage, self diagnosis

Hi Ted,
Re: My '96 Camry DX Plus, 4 cyl.-2200, auto.,180,000 kms.  Today, the Temp Guage went right to the top after limited driving.  The electic fans are not coming on.  
I unplugged the connector and the fans did not come on.  
I then checked the 'RDI' 30 A Fuse which was O.K.
I switched the Fan #1 Relay with the Fan #3 Relay and still no Fans working!
Any idea what the problem might be or for further self-diagnosis?  
I am not a mechanic and am working in home garage!  I would appreciate any help!

The relays #1 and #3 are not the same #1 is normally close and #3 is normally open and the connectors are marked different. Check the 15A ECU-IG and the 30A CDS fuses. The connector that you removed, was it the one at the bottom of the radiator? Do both fans turn on when the A/C is turned on?
