Toyota Repair: Instrument lights staying on after key is takin out of ignition in a 93 Landcruiser, fuse block, electronic functions

Question
Every time we turn the vehicle off and take the key out of the ignition, the seat belt light, a/c (w/ air running), and head lights stay on.  When we take the fuse directed for these instruments it turns off and when we plug it back in (with the car off) the instruments stay off.

Answer
It sounds like there is apeoblem with the integration relay, it's part of the large fuse block in the lower left side, under the kick panel, the integration relay has all the electronic functions that are on the inside of the car as well as controlling the headlights.
