Toyota Repair: Stalling problem, air control valve, carbon buildup

Hi. Perhaps you can help. I have a '98 es300 (very similar to camry) with 173k on the clock. On damp, cool, rainy days when I start the car it will shut off after a few seconds. I then have to keep my foot on the accelerator while turning ignition over and hold the pedal for 30-60 seconds then the idle will stay up and the engine will keep running. Is this tune up related or carbon buildup? I don't think it is the idle control valve because it would stall all the time. Any suggestion would help. Thanks.

The idle air control valve is a common problem on the camrys as well as the lexus which uses the same engine, the throttle body should be removed from the air intake chamber and cleaned out and the IAC valve replaced at the same time to solve this stalling problem.
