Toyota Repair: Brake Issues, brakes rotors, brake master cylinder

I have a 99 toyota corolla. We have driven ourselves crazy trying to solve the mysterious smoking in the front end. It smells something terrible of burning brake pads. I've changed all the brakes, rotors, and calipers, and still it smokes and the brakes feel tight. Any suggestions?

It may be that the brake booster is the cause, there is a pushrod that comes out of the brake booster which contacts the brake master cylinder, this rod is adjustable, if there is not enough clearance between the pushrod and the master cylinder it acan cause the brakes to bind up, it's kind of like applying the brakes while driving.  A a special measuring tool is required to check this clearance. It's either that or the brake master cylinder is the cause or the adjustment rod for the master cylinder is too tight, the bottom linme is that it seems that there is something causing pressure to be applied to the master cylinder.
