Toyota Repair: Loss of heat/ac fan, fan buttons, negative battery

I have an 98 Avalon - occasionally, when I start the car the fan buttons do not work.  I've learned that if the outside temp does not appear (the words appear but not the actual degrees) I know the fan will not work.  I usually experience the problem when it is damp outside (drizzle).  Some of the time, turning the car off and then back on will cause the problem to go away.  I have not found any fuse that solely controls the fan and/or temp gauge.  Do you know what may be causing this problem?

Try disconnecting the negative battery terminal for ten seconds and see if the system restores to normal operation, this condition may be intermittent, if it persists let me know because there is a service bulletin that addresse this, please reply directly to me at
